Position Overview
Conceras is seeking an experienced Senior Project Manager to lead program execution and software sustainment activities supporting the U.S. Navy's Financial Accounting and Cost Tracking System (FACTS) program.
The Senior Project Manager will provide overall leadership for a cross-functional technical team responsible for the continued sustainment, enhancement, and modernization of a mission-critical Navy application. This position serves as a primary interface between Conceras, Navy stakeholders, technical personnel, and program leadership and is responsible for ensuring contractual requirements, development priorities, schedules, deliverables, and customer expectations are successfully managed.
The ideal candidate will combine strong IT project and contract management experience with a technical software development background. Experience progressing from software development, systems analysis, or business analysis into technical project leadership is highly desirable, as the Project Manager must be able to effectively communicate with developers, database administrators, analysts, users, and government stakeholders throughout the software development lifecycle.

Key Responsibilities
- Provide day-to-day leadership and overall management of the Navy FACTS program, including scope, schedule, staffing, priorities, risks, deliverables, and customer expectations.
- Serve as a primary liaison between Conceras leadership, Navy stakeholders, end users, and the cross-functional technical team.
- Manage contract performance, including labor utilization, staffing requirements, tasking, funding considerations, schedules, and customer deliverables.
- Lead Agile/Scrum activities, including sprint planning, backlog refinement, daily standups, retrospectives, and work tracking in Azure DevOps.
- Coordinate software sustainment, enhancement, modernization, testing, release, implementation, defect resolution, and production support activities across the SDLC.
- Translate customer and operational requirements into actionable development priorities and ensure technical work remains aligned with program objectives.
- Lead and mentor a multidisciplinary team of developers, DBAs, analysts, testers, reporting specialists, and other technical personnel.
- Facilitate communication and collaboration across technical and functional teams while supporting onboarding, cross-training, knowledge transfer, and performance development.
- Maintain strong customer relationships through status meetings, technical discussions, briefings, demonstrations, training, and implementation support.
- Develop and deliver program reporting, including weekly metrics, Monthly Status Reports, release notes, activity reports, risks, accomplishments, and upcoming priorities.
- Identify and address program, staffing, technical, and contractual risks while driving process improvements that strengthen quality, efficiency, and continuity.
- 10+ years of progressively responsible experience supporting IT/software development programs, including significant project or program management responsibility.
- Demonstrated experience leading software development, application sustainment, modernization, or enterprise IT programs.
- Experience managing cross-functional technical teams consisting of software developers, analysts, database personnel, testers, or related IT professionals.
- Strong understanding of the Software Development Life Cycle (SDLC) and the ability to manage development activities from requirements through design, development, testing, release, and production support.
- Demonstrated experience with Agile/Scrum methodologies, including sprint planning, backlog management, daily Scrum meetings, and release planning.
- Experience using Azure DevOps, Jira, or a comparable Agile/project management platform.
- Experience managing customer deliverables, project schedules, risks, staffing, labor utilization, and contract performance.
- Demonstrated ability to communicate effectively with government customers, technical teams, corporate leadership, and end users.
- Experience preparing program status reports, performance metrics, release documentation, schedules, and executive/customer briefings.
- Strong leadership, organizational, analytical, problem-solving, and written/verbal communication skills.
- Active Secret security clearance.
- Previous experience supporting U.S. Navy, Department of Defense, or other Federal Government IT programs.
- Previous experience managing a long-term software sustainment or modernization program.
- Prior hands-on experience as a software developer, systems analyst, business analyst, technical lead, or similar technical position before transitioning into project/program management.
- Working knowledge of Java-based enterprise applications, SQL, Oracle databases, application integration, and database-driven systems.
- Familiarity with development technologies or environments such as Java, Oracle, SQL, NetBeans, WebSphere, CA Gen, or comparable enterprise development platforms.
- Experience supporting legacy application modernization while maintaining existing production capabilities.
- Experience managing Federal Government IT contracts and working with CORs, government program managers, technical leads, and end-user communities.
- Experience coordinating integration testing, system testing, user acceptance testing, and production releases.
- Experience developing or improving Agile processes within an established software development team.
- PMP, PMI-ACP, Certified ScrumMaster (CSM), Professional Scrum Master (PSM), or similar project management/Agile certification.
- Bachelor's degree in Computer Science, Information Technology, Information Systems, Business, Engineering, or a related field preferred.
- Additional relevant technical and project management experience may be considered in lieu of a degree.
